Spatial Analysis of Resource Mobilization and Utilization for the Implementation of the Universal Basic Education in Kwara State, Nigeria

Abstract


This study carried out a spatial analysis of resource mobilisation and utilisation for the implementation of the universal basic education programme in Kwara State, Nigeria. To achieve this main objective, the study employed a cross sectional survey research design that was descriptive and exploratory. A sample of 800 respondents consisting of 100 Universal Basic Education Board officials, 200 head teachers and their assistants and 500 teachers were selected through multi-stage sampling technique. Questionnaire entitled “Resource Mobilization and Utilization Questionnaire” (RMUQ) was used to collect data. Data collected were statistically treated with mean, standard deviation and Analysis of Variance (ANOVA). The main finding of the study revealed that, the extent to which resources (financial, personnel, physical and material) were mobilized for the implementation of UBE programme in Kwara State was low (GM = 2.47), while the extent to which these resources were utilized was moderate (GM =  2.54). Analysis further indicated that there was significant disparity in how resources were mobilized (f-cal = 14.67) and utilized (f-cal = 25.32) based on senatorial districts (Kwara Central, Kwara North and Kwara South) basic schools were located. Therefore, the State Universal Basic Education Board should ensure even distribution of resources among UBE schools across the State by introducing geographical spread in the mobilization of resources, as this will help in reducing the problem of over concentration, underutilization and overutilization of resource in schools located in a particular senatorial district of the State.
